iTunes 10.5.3.3 32bit sync disable

I have tried everything to disable the AutomaticDeviceSync. I have created the
HKEY_LOCAL_MACHINE\Software\Apple Computer, Inc.\iTunes\Parental Controls\Default\AdminFlags
HKEY_CURRENT_USER\Software\Apple Computer, Inc.\iTunes\Parental Controls\UserFlags
I have tried every value and it still sets the Default Sync to on - by creating:
DontAutomaticallySyncIPods = 0 in HCKU_Software\Apple Computer, Inc.\iTunes\Preferences.
It will even change the value if set it initially to 1, when iTunes starts the first time, it will revert to 0.
Please help!
