Software Deployment

I need to deploy Java 7.13 or 7.15 with the security setting on LOW. Current set up is SCCM 2007 R3. I have extracted the MSI built an MST and am using "WEB_JAVA_SECURITY_LEVEL=L" in my install .bat. Problem is the security setting is defaulting to High. It is writing the key in the registry but the applet in control panel is High and throws the usual notifcations. Does anyone have any ideas how to force down the security level down. In case you are wondering management is more concerned the customer experience and not security. Hey I just work here!
