K1000 __Distribution / Task Chains __where do you change permissions?
So I set up the Task Chains but the technicians can only see it they cannot run it. Where do you change the permissions so the techs can create their own Task Chains or run the ones I make?

The only place that rights can be set will be within Roles, these can be found under settings>roles. If you look under the Admin role, which you are not able to edit and change, you will see that under Distribution is the Task Chain option, so you can set the role to deny access to read or to write. I am unsure as to what you need, but suggesting that techs need to run yours and create their own task chains, maybe Write is the best option.
If your Techs are already assigned a custom role, simply add this right to their task chain option. If not, I suggest you copy the Admin role and the cut back the rights, as appropriate, so they can perform the tasks you need them to do.
