MIcrosoft office 2007 enterprise.
i have a package that installs office 2007 without outlook. Now, we have some users that need it. Is there a way to create a new package so it will only install outlook over the existing office 2007? so basically, i just need to install outlook silently.

There is a customization tool for Office 2007. Essentially it outputs an .MSP file which is like a transform for the setup. You can create multiple MSP files for different circumstances...like when you only need Outlook 2007 installed.
Alternately you may want to look into Features and MSIs.
