Nero 7 and error 1605

I have extracted and amended the vendor msi for Nero 7. It installs fine when I run it manually. When I use Group Policy to distribute it, it fails immediately with "This action is only valid for products that are currently installed" (error 1605)
Any ideas how to prevent this?
The changes to the vendor msi are:
ALLUSERS=2
DONOTRUNSETUPX=1
STARTPARAM=CallFromExe
Accept=Yes
I have also changed various Feature levels to 200 to stop them installing
