New Users Imported Report - Sends Even If None

We have the "Scheduled User Import Summary" enabled, but it sends out a daily report even i f no users have been imported. I've seen other reports/notifications that have a 'do not send if empty/zero' option. Is this possible for this report or does this need to be added as a feature request?
