Office 2010 - Suppress Activation

I am attempting to automatically activate Office 2010 after installation so that the end users won't receive a prompt to activate the product. I have used the MS OCT to add the following item to the .msp:

Add installations and run programs
Target:
[SystemFolder]\cscript.exe
Arguments:
"C:\Program Files\Microsoft Office\Office14\OSPP.VBS" /act
Run this program after the Office product has been installed

Unfortunately, I am still being prompted for activation after the product is installed. Any ideas would be greatly appreciated.

We have a KMS Server and configured OCT this way:

Users aren't prompted to activate.

Are you using a KMS or do you use MAK activation?

Add this line to your config.xml

<Setting Id="AUTO_ACTIVATE" Value="1" />

I created a .msp file using the OCT tool, does the install require the config.xml in addition to the all of the settings in the .msp file? Thanks.
