Sorry, not meaning to be sarcastic - it just seemed at the other extreme from your other post and made me laugh (a bit)
We'll need some more information to help you out - e.g. what is your shortcut pointing to in your MSI ?
What are you using to edit the package - WPS / InstallShield / WinInstall / Orca ?
I assume you've repackaged a vendor install to create your MSI ?

What MSI?
Did you create it?
What tool did you create it in?
What application is it?
Is it a .lnk file or advertised shortcut?
What Operating system?
Any other pertinent information regarding your problem that you'd like to share?
We're not mind readers - look at it from out point of view and provide the information that we need to offer a sensible suggestion to your issue - otherwise you'll just get the stupid ones [:D]

@OP: it sounds very much to me like you could use some training. In the meantime, download and digest Phil Wilson's ouevre, The Definitive Guide to Windows Installer. Also, Google for "application packaging best practise": the first few links are worth pursuing. Next, search Windows Live for John McFadyen's blog.
As to the current issue, recreate the MSI: it's seriously broken.

Made transform using AS8.6 for Google SketchUp 8 Pro and I came accross same problem.
As SketchUp has no advertised shortcuts, but there were several configuration files of LayOut module and I needed them to be moved to limited users AppData folder, I made them. Everything works fine till self heal is triggered - after running shortcut it runs self heal and then opens My Computer instead of actual product. Second run of same shortcut, where self heal isn't triggered, it opens actual component (Sketch, LayOut or Style builder).
Any ideas about what could be wrong with advertised shortcut?
