Outlook 2003 Deployment Incomplete, Send and Receive always triggers Windows Installer

Hi
I had created an administrative install point for office (with SP1/SP2), and deployed it via GPO by assigning it computers.
With other Office applications, the "Please wait while windows configures Microsoft Office" appears during the first time I start the application, as expected.
With Outlook, when ever I send a new email or receive a new email, this triggers the message. I let it complete, and Windows Installer instantiates an reboot of the machine. I expect this to be all that is required, but unfortunately, it repeats this indefinitely.
This also happens when the user is the local administrator.
