Quicktime 7.4.5 / deploy settings with just "Users" permissions

Problem description:
We want to deploy the above mentioned product on many machines.
We installed the product manually with an account with administrator permissions on an Windows SP SP 2 machine.
Then we get into the program settings and change them in the way we need this. These settings are saved in the quicktime.qtp file.
Now logged on with another user which has just local "Users" permissions. Then we copied the above created quicktime.qtp file into the correct folder in the profile of this user.
Now we start Quicktime and the settings from the qtp file are not used.
We tested several things and we found out, that if we give the restricted user the following permissions onto registry path HKLM\Classes, then the settings from the qtp file are given.
- create subkey
- read value
- define value
Because we want to deploy also the settings to all users and they all are just in the local "Users" permissions Group, can anybody provide us a solution for this?
