Repackging QTP 10.0 doesnot Launch

Need Assistance with qTP 10.0
Repackaged QTP 10.0 on a clean machine and deployed it using AD. However after deployment QTP 10.0 doesnot launch as expected. No Errors propmted.. Just to make it clear QTP 10.0(vendor based msi) has 60+ custom action scripts. I am aware that we should not repackage vendor based MSI's. However, AD would not elevate custom actions and would not recognize the msi as a Windows Installer. So had to repackage.
Any inputs/ idead are highly appreciated..

Go back to the original MSI
AD would not elevate custom actionsIn all probability, the CAs are set to run in User context. Apply a transform with the CAs changed to run in System context.
AD would not recognize the msi as a Windows InstallerThis is probably due to the MSI containing language ID setting(s). Change the GPO to ignore language.
