Even i you can package or snapshot this i don't think this will work on an other computer. The license authorization wizard gets the computer name and sends it to spss. I know this because when trying to push the msi by AD on a test machine, i had a license short. I called spss and they told me the computernumber we have. SPSS gives back the license and i can register again.

I'm looking into this and spoke to SPSS They forwarded me this info. All you need to do is call the application listed below with your activation code and the app register the app. I just need some one to tell me how to write a custom action to perform this !
1. Please download the file, 49889.zip, from the following location:
ftp://ftp.spss.com/pub/spss/windows/49889.zip
If you have SPSS 14.0 for Windows or SPSS Server 14.0, please go to step 3 as the compressed file, i.e. spssactivator.exe, already resides in the installation directory. For Clementine 10.0, this file resides in the Clementine\bin directory.
2. Using an unzip utility, extract spssactivator.exe into your installation directory. For Clementine products, please extract the file into the \bin subdirectory.
3. Go to a command prompt (Start->Run and type "cmd" for Windows 2000/XP or "command" for Windows 98/ME) and run one of the commands to navigate to the appropriate installation directory.
For SPSS 13.0 for Windows (or later):
cd "\Program files\SPSS" (where "\Program Files\SPSS" is the path to the SPSS directory)
For SPSS Server 14.0 (or later):
cd "\Program Files\SPSSServer" (where "\Program Files\SPSSServer" is the path to the SPSS Server directory)
For Clementine 9.0 (or later):
cd "\Program files\Clementine\9.0\bin" (where "\Program Files\Clementine\9.0\bin" is the path to the Clementine\9.0\bin directory)
For Clementine Server 9.0 (or later):
cd "\Program files\Clementine Server\9.0\bin" (where "\Program Files\Clementine Server\9.0\bin" is the path to the Clementine Server\9.0\bin directory)
For SPSS Text Analysis for Surveys:
cd "\Program files\SPSS Text Analysis for Surveys" (where "\Program Files\SPSS Text Analysis for Surveys" is the path to the SPSS Text Analysis for Surveys directory)
For AMOS 6.0 (or later):
cd "\Program files\AMOS 6" (where "\Program Files\AMOS 6" is the path to the AMOS 6 directory)
4. Run the following command to license your product.
spssactivator auth-code [proxy-username] [proxy-password]
The 'auth-code' parameter represents your authorization code. If you require a user name and password to access the internet, specify your credentials for 'proxy-username' and 'proxy-password'. An example of the above command line looks like this:
spssactivator abcdef123456 joesmith pass1234
