There is a first time for everything: RegMon and FileMon didn't report "Access Denied"
Has anyone ever run into a situation where RegMon / FileMon did not report "Access Denied" where they should have?
Like many, I use them to discover where to open up perms for apps that do not natively run for a non-admin user. For the first time, they did not report all that was needed. I had go through several hours of educated guesses and trial and error.

i recently solved a similar issue where the application installs and runs fine under a admin user but does not work for a non admin user, i tried regmon and filemon, but no accdenieds or not found.
then i installed the msi i did then ran incontrol to take an initial snapshot then i installed the application from the original media provided. the application was missing some registry entries in HKCR\CLSID. i imported the registries and the application works.
