Visio Viewer 2002 in group policy

Can anyone know how to install visio viewer through group policy? I used the document of Micrsoft but it failed and gave me error message of package failed

Everything you need should be in the deployment documentation from M$, it seems very comprehensive. If you are still having issues with that, then maybe you sould try wrapping the .exe download with WIWW and then specify the silent install MSIEXEC command lines to install the extracted msi silently.

Firstly, I go to command prompt and type vviewer.exe /c to extract the file to vviewer.msi. Then I use msiexec /a vviewer.msi to silent extract other files but still not working. It is only work when I used a command line. Can't use software install in group policy. I already used WinInstall Lite to build a new kit but it crashed. By the way, if I used msiexec to extract the file, I got error code 2210.
I don't know the executable file in MS are broken or not. It only works for command line or straight install.
Currently, I have no choice to use a batch file to install.
Do you have other idea????
