.NET Framework (Caspol) V2.0.50727 machine level website will work as admin, but throws policy error with user account, any thoughts?

Machine level policy has added full trust to a site, when using the site on admin account the website works, when using it on a user account the website fails and throws a "Policy level 'Machine' could not be saved." any ideas on why it throws this? This is a machine level policy set shouldn't it work for the user as well? I am using Windows 7 enterprise x86. I have added the site to the trusted sites in IE9 and the assembly code successfuly loads from the site to the C:\Windows\Assembly\Download cache.
