The program comes as the file AccessRuntime.exe
Starting the .exe it unpacks files to this folder: C:\Program files\MSECache\AccessRT
(the files are present there util you press OK at the end of the installation.)

Run the AccessRT.Msi
There is only a progress bar and a cancel button present.
No restart required, no eula or other anoying stuff.
It worked good enough for me in LanDesk without /qn, so I haven't explored the posibility that /qn might not work.
