To create custom setup:

msiexec.exe /a "Nuance PDF Converter Enterprise 8.msi" 

Then in Managed Install use both the created admin.mst and language specific mst:

msiexec.exe /i "Nuance PDF Converter Enterprise 8.msi" ALLUSERS=1 TRANSFORMS="admin.mst;{LANGUAGE_CODE}.mst" /qb

ALLUSERS=1 means install for all users, rather than single user install. /qb means show progress bar, but nothing else.

where {LANGUAGE_CODE}.mst corresponds to one of the following:
