Custom schedule
How to make a custom schedule to run 2 times/month. For example: run Thursday at 17:00 every other week.

You could duplicate your schedules, so as not to make it too complicated. so for example, set one to run on the first Thursday of the month at 17:00 and then set a duplicate schedule to run on the third Thursday of the month at 17:00.

Just create two schedules under Task Scheduler or use the schtasks.exe from the command line or the AT command from the command line.
