Downloading too many patches

I am not quite understanding how kbox works with subscription settings and labels. I was hoping someone could explain why my patch numbers are off.

We currently have multiple organizations and I turned patching off on all except 1 organization. I setup a label to not download older patches. I deleted all patches then allowed the system to re download patches. When I check the security -> patch tab this is what I see:
Total Patches 8999
Active Patches 712
Inactive Patches 4
Disabled Patches 8283


When I go into the system and check the patch settings the system shows:
Delete all Patch Files (2270) (78.85GB)
Delete Unused Patch files (8) (953.2MB)


I am trying to understand why patch settings have over 2270 patches and the patching tab only have 712 active?

Patches can consist of multiple files. There are also 6 files that make up the list of patches/OSes, etc. you can subscribe to. So, even if the patches you subscribe to are all made up of only one file apiece, you'd still be 6 files over in comparison. r2
