Email End-Users & Admins for Offline Devices

We have remote users that rely primarily on iPhones and iPads so they tend to leave their laptops shut down. As a result, we have laptops that aren't getting patched regularly.

If I build a label for devices that are offline > 15 days, is there a way for Kace to send an email to the end users/assignees on those machines telling them to turn their computers on for patching?

We're currently on SMA 11.0.273

The idea was to automate the compliance alert. I don't want to spend the time notifying each individual remote technician when they miss several maintenance windows.

Kace has the email addresses for all of my users and each user is tied to a device. It seems odd if there's no way to use that data for notifications or alerts.

this label will never be filled.
A device smart label is updated when a check in has been done. 
You can create a report of systems which are not checking in since a time or having a label of systems which are not patched since an amount of days but not for offline.
In your case I would suggest both.
A report of systems which are off since an amount of time and a special patch schedule for systems which are not patched since an amount of time. Probably with the a Patch  staging so the user can run the patching by himself.

Yes you probably can, you would probably need to use a ticket rule, if that selects devices that are laptops and have not checked in for 15 days, and runs once a day, you could use the ticket rule to send the email. 

You may need to store some data such as the owners email address in the associated asset record, that way you can load it as a variable into the rule for the recipient, but I think it may well be possible.
