I think Phil Wilson's The Definitive Guide to Windows Installer is probably the best place to start. I think you can download it.

Phil's book definitely does mention basic concepts but it does get pretty advanced pretty quickly especially in some of the early chapters. If your reading about COM server registration, PROG ID, CLASS ID stuff at the beginning you can get a case of brain fry pretty quickly if your new to all that
If your starting from scratch, start to learn about Advertised Shortcuts, Features/Components, Self Healing, Sequencing, Start reading log files and understand how properties work.
