Why is Dell Software update, set to detect only, returning errors. (and not performing anything useful)

When I look at any affected machine, here is the error:

Device Inventory Status as of 06/09/2016 10:57:00 'Failed

while downloading' [View Inventory XML]

The XML file is one that was generated over a year ago.
