The best way I have found is to upload a zip of the shortcut as a dependency for a script.  Then have it unzip to C:\Users\Public\Desktop\ for Win7 or C:\Documents and Settings\All Users\Desktop for XP.

There is a shortcut configuration policy, but it really only works for XP.

Can you just create the shortcut through a script? I find this approach to be more predictable. Here are a couple of links to get you started. The first is from Microsoft and very basic.

My workaround for this annoying issue was to rename the shortcut when uploading as a dependency, and then have the script name it back to the ".lnk" format.
