how to create rule for service desk if user created new ticket time after 04.00 PM and before 7.00 AM ticket automatic change status to open/pending.

You have to create a rule which will find the current Hour and it should be >16 & <7 and the status should be new in the select query.
and Rule should be executed on Save of ticket and in Update query change status to Open
Provide Queue ID @XXX:
