How to prevent closing of a ticket that is unassigned?

We sometimes have staff that close a ticket before they assign it either accidentally or on purpose and once it gets closed there is no visibility of the ticket since its not in anyone's queue.  How can we make it so that if you close a ticket it has to be assigned to someone?

The quickest way would be to go into your queue configuration, open the queue in question, click on "Customize Fields and Layout," then under the section "Default Layout and Tickets Fields," locate OWNER.  Make sure that Required is set to "Required on Close."
