Report on systems missing agent

I have searched high and low on these forums for a solution. Is there a way to use IP scan to identify systems that are found but do not have an agent installed yet?

If client firewall rules allow the agent does have a listener on 52230. An ip scan against IPs that responds to a port you know works (e.g. 139?) but doesn't respond to 52230 would be a machine without the agent
