I know we've addressed a bug around this for the next release, but what you may be seeing depends on a couple of things:
What version of Windows are you running?
* If Vista/Win7 do you have UAC enabled?
How are you launching it?
* Try right-clicking and choosing "Run As Administrator" (Vista/Win7)
It may also be helpful to know if your Windows install is a 32 or 64bit edtion.
Thanks,
Bob

It's pretty staightforward, just start recording and then vist the pages you want to whitelist. The recording process will capture all server calls so you get complete coverage of the site functionality including images and code that may be coming from other sites. When you stop recording you'll see this list populated and you can tweak it as desired.
Keep in mind when "whitelisting" a site, everythign not specified here will be prevented from loading. So it is good for targeted uses such as a corporate web application, but not for general use as a browser that is expected to navigate a very wide range of sites.

The the admin tab issue, give the new 5.2 release a try as we addressed some cases where the admin tab was not appearing but should have: http://itninja.com/question/silent-uninstall-oracle-8-cilent2163
