Can you have certain users be "admins" for only one K1000 service desk queue?
I have a group of users that I want to make an admin for only one service desk queue. We are using a few differnet queues for different departments.

What exactly do you mean by admin? I'm guessing you just want one group of people to have tickets assigned to them in a particular queue, and then a different group of people to have tickets assigned to them in another queue.
If that is the case, just make a label for group 1 and add users to it, then make a seperate label for group 2 and add users.
Then go into the Queue configuration and add those labels to the 'ticket owners by label' section.
