Is it possible to make a ticket "read-only" when another person has the ticket open?
We currently have a system in place for user terminations. We assign one group as the owner, and then other groups and users as analysts. As one group finishes, they remove themselves as owner and move another out of the analyst and into the owner. Sometimes people jump the "line" and complete their part, while the owner is still working on theirs. This results in the message about another analyst has made changes, do you want to over write theirs or disregard your changes? If possible, can a ticket be locked down if it is open by another user?

No you cannot lock a ticket in that way, the change mechanism was put in place to handle conflicts and associated data, but I guess that’s not what you need.
I suggest you raise a Uservoice suggestion so that the KACE dev team can think about including that functionality in a future release.
