There are so many reasons... here are a few...
1. Program - make sure it is not expired or disabled. Also, in the requirements tab, what platforms is it available on? If the clients are different OS than what is checked there, they won't appear.
2. Are other advertisements appearing there? if not, it could be something with the machines rather than the advertisements.
3. How are you checking? if you are using Remote Desktop to the machines you are checking on, be sure to use console mode, or the advertisements will not appear.
4. Verify the collection. Are their direct-add workstations, or is the collection advertising to an AD user group? if a group, make sure there are actual members in that AD group.
5. Check the SMS logs on the machine(s). CAS.log, LocationServices.log, etc. they may tell you something.
6. Advertisment time... make sure it has been advertised for a time previous to the present!
