See the "Planning your Service Desk implementation" section under "Setting up Your K1000 Management Appliance Service Desk" chapter. Create a User Label and assign any users you would like to be Ticket Owners to that label. Select your queue from: Service Desk > Configuration > Queues Click Edit Mode, then click Edit for "Ticket Owners By Label:" and select your Owners Label. You will now be able to select any of the users in that label for the Owner field on the ticket.
